President: Carl Taylor

Carl Taylor

I am a native of Coatesville, PA and retired owner of Taylor Motors. My professional background includes management positions in auto dealerships in Berks County. A graduate of Leadership Berks, I currently serve as Board Secretary of Neighborhood Housing Services and as a member of the Berks County Area Agency on Aging Advisory Board. Also, I have served on the boards of the local United Way (CDBG Program), Berks Mental Health and Mental Retardation, and as President of Reading Beautification. I enjoy the playing the organ and play for different churches locally.

Vice-President: Kelley Coates


Hi, I'm Kelley Coates. As a Reading native and an enthusiatic caring mother, communtiy leader, Veteran, educator, and Girl Scout leader, I believe that it "It takes a village to raise a child." I am the Director of Neighborhood Building for Neighborhood Housing Services of Greater Berks, Inc. Proven ability to work in chaotic siyuations and still maintain a sense of humor. Commended for excellence in innovation, creativity, organizational and proactive talents. Exceptional ability to establish instant rapport with community residents based on outstanding communication skills. 

Prior to starting with NHS, I spent years as an Educational Assistant in the Reading School District, facilitator for the grass root organization, Community Hope of the 6th Ward, and taught cosmetology at Empire Beauty School. I am also a graduate of I-Lead Leadership Institute and a US Navy and Army Veteran. I am passionate about community building and its possibilites while assisting grass root organizations and community residents with structure, training, and resources for Operation Facelift and Group Workcamps.


Secretary: Josh Oswald


Hi I'm Josh. I was born and raised in Berks County. I graduated from Reading Central Catholic High School, I attended and graduated from Wilkes University with a degree in Business Administration, I also attended Montgomery County Community College - Police Academy. I was a police officer with Amity Township Police Department from 2005-2008. I have worked in Banking since 2008, and am currently working for Metro Bank as a Commercial account manager.

I am a retired Associate Professor of Sociology at Kutztown University where I was employed from 1971 to 2007.  Currently residing in Shillington, I am employed on a part time basis with HR Block.  In addition, I was employed by the Coatesville Area School District teaching 9th grade World Cultures (1967-71).

 I am a native of Baltimore, Maryland and a retired professor at Kutztown University. During my 21 years at Kutztown University, I served in various capacities as a director of student support services and multicultural studies, and International Student advisor. Over my 36 years in education either as a professor or university administrator, my fields of  specialization were in human diversity, race relations, psychology, and international studies.


I earned a B.A. at Morgan State University in Baltimore, an M.Ed at John Hopkins University, an M.S. at the University of Baltimore, and a Ph.D from The American University in Washington, D.C. For three years, I was editor of the Journal of the National Association of Student Affairs Professionals, and for 11 years wrote a column on race relations for the Reading Eagle. Also, I am editor of the book, Student Development on the Small Campus and the author of many papers for professional journals and other scholarly publications. For eight years, I published the DRUM, a newspaper that focused on the black community in Reading, Pottsown, and Norristown. Presently, I serve as a mobile therapist for Youth Advocates, Inc. of Reading and an adjunct  professor of psychology at Muhlenberg College in Allentown.

Member: Judge William Hall, Jr.

Judge Hall

I am a native of York, PA and the oldest of 11 children. I served in the U.S. Army and a Vietnam Veteran. I served a Reading Police Officer for 23 1/2 years and as a Magisterial District Judge for close to 20 years. I earned a Bachelors Degree in Criminal Justice / Psycholgoy from Alvernia College and a Masters Degree in Criminal Justice from West Chester University.

I am active in the community as a member of the local YMCA, Olivets Boys and Girls Club, Northeast Rotary Club of Reading, and ASA Softball of Reading. In addition, I serve as a PIAA Basketball Official and one of the founders and President of the Matchpoint Tennis Club of Reading. I speak regularly for the local Boy Scouts and to other youth groups about career awareness and the importance of getting a quality education.
